Preface: Which is it, gentlemen? Are you opening up because the Governor said that people can now shop at retail stores, while maintaining a six foot distance between one another, or was it the money calling and emailing you every day? I emailed all of you to no response. Of course, I’m broke.

Dear Messrs. Pearson, Outten, et al.

After several attempts over the course of six weeks (give or take) to contact the Dare County Control Group, this query is nearly outdated. However, there remain unanswered questions which are important to myself and our neighbors, so I submit them, one last time:

1) What qualifies as a dire or extreme circumstance that would allow a NRPO entry at this time? Is there a published guideline for judging these cases? And does the public have access to those guidelines?

2) How many “exceptions” have been made to the rule? Are these cases documented, and is the county keeping track of who, and how many are coming as a result of these permits provided to
